“You’re right,” said Commonwealth’s Attorney George Davis. “We ought to raise them all to $10.”

Chairman Newbill Miller was even more emphatic: “I think it’s right to charge more. It’s the cross-bred German Shepherds that is the major offender — and my wife owns a Shepherd and I get it all the time at home about this. I’ll hear about it tonight, if this gets in the paper.”
