There were no “good ol’ boys” glaring from the back of the room (as had been the case, with the proposed fee increase), and — from what was said — no telephone comments or widespread public comments. Vicious dogs are without friends in Rappahannock County.
Chairman Newbill Miller had a few questions of his own, however, before calling for a vote. He wondered how a vicious dog would be determined — on the basis of a previous attack on someone? Would such attacks have to occur in Rappahannock before a Rappahannock ordinance could be invoked?

Miller had another question: “What about an attack that might be made on a person who’s acting in an unlawful manner?”
“If someone is burglarizing a house, that’s different,” replied George Davis.
“But an owner can’t have a vicious dog on the loose that attacks everyone. If someone is just picking blackberries or hiking, no one has a right to put a vicious dog on him, just as you have no right to shoot at him.”
