Manwaring also urged that wrongdoers be required to make ‘‘full restitution” for the damage they cause. “We can’t let them go Scot-free.”
It was Manwaring’s theory that much of the vandalism was an “inside job—they had to know where to go. ” He concluded:
“I hope everybody will work to tighten up law and order in this county. If we have to quit farmingbecause of this, it will affect the tax base of this county and everyone who lives here. We don’t need all of this provocation (hat goes on all the time in the county. If they don’t want to live here, we might as well invite in the powerlines and the highways because it won’t be the beautiful county we’re so proud of. We’ve got to discontinue this permissiveness that is going on all over the county.”

Manwaring said he wouldn’t be prepared to go that far, and “one good load of buckshot and I’ll be put in jail.”
