THE RECENT removal of the dumps from behind the courthouse in Washington, Va., has caused a furor. They were removed because the citizens who were using them were indiscriminately throwing the trash all over the lot in back of the courthouse and it was fast becoming the county dump and not in keeping with the character of the courthouse grounds. Action is being taken to relocate the dumpsters in the town of Washington where they will not be a blight on the court house.
Most people in Rappahannock County do not understand the vital necessity for strict discipline with regard to trash collection and^lisposal in this county, We do not have a landfill or any recycling station in the county. None of the counties that border Rappahannock will let us use their landfills. We were fortunate during the last contract negotiation period to obtain a contractor who could dispose of our trash in the Orange County landfill. This costs us money—transportation to Orange and return, plus a fee to Orange County for using their landfill. It costs us $20 each time our contractor goes through the gate to Orange.
When the initial contract was signed irL^®Ptember 1973, we contracted mr dumpsters to be placed at various locations in the county to take care of 98 cubic yards and for these to be emptied twice a week for a total of 196 cubic yards. It soon became obvious this was not enough volume, so 34 additional cubic yards were added, bringing that total to 264 cubic yards removed each week.
Initially, the basic cost of the contract was $1,833 per month for 196 cubic yards. It is now $2,381 for 265 cubic yards, an increase of 30 percent.
