“The District doesn’t want to go into any county and push the program,” Blair said. An ordinance adopted by the county must be at least as strict as the state ordinance. Local amendments can be added to strengthen the ordinance or tailor it to local problems, Blair said.

“WHAT have been the problems of implementation? What can we look forward to?” Supervisor Chairman Pete Luke asked Blair.

“You must decide how to carry out the education programs. And the Soil and Water Conservation Commission will assist you with that,” Blair said. “Your biggest problems will be the first few plans. The contractors who have to provide a plan for erosion and sedimentation control for their project will feel inadequate. It is their responsibility to draw up the plan for their project, but at first you will need to give them assistance.”
