event, we’ve always thought that such occasions should be the rare exception, certainly not a general rule, and it must be stated that in this respect Rappahannock has been fortunate.
LET’S KEEP it that way. No one quarrels with the fact that specific occasions arise when it would be needlessly cruel or clumsy to talk about clearly personal matters at public meetings, or that in cases where property is being acquired or something like that, the public’s interest can best be served by avoiding premature publicity. These things are understandable.
But what is not understandable is a desire to conduct the public’s business behind closed doors because somebody just doesn’t want to be bothered, or because of some mistaken “pappa knows best” attitude, or to avoid “controversy.” Winston Churchill said it best when he observed that while democracy may sometimes be a messy business, it’s still the best method that’s been devised for conducting a government intended s to serve the greatest number of people.□
