Herbert Foster said he didn’t believe there were enough young children in Rappahannock to justify a tax increase for the kindergarten. Pete Luke said a pre-school program last summer had attracted more students than the school officials had anticipated.
Foster said he thought parents would “send the kids for a while, but then they’ll start dropping out.’’
“THEY OUGHT to go slow in Richmond, before requiring the counties to undertake these programs they couldn’t afford,” Foster said. “We’ll have to build more room.”
