Newbill Miller noted that construction of private roads is covered under the Erosion and Sedimentation Control Ordinance prepared by the state, but Miller said he couldn’t find the specifications for private road stabilization requirements irt the handbook.
BLAIR said that private road construction “is a gray area in this law.” Before a county can adopt the Erosion and Sedimentation Control Ordinance, there must be a public hearing. But before either the planners or the supervisors sponsor a hearing, “you ought to give the Supervisors a chance to become familiar with the ordinance,” Blair said. Herbert Barksdale noted that the Supervisors had refused to have a joint hearing with the Planning Commission on amendments to the zoning and subdivision ordinances. Barksdale said this came as no surprise to him. “The law specifies we’re to have a hearing first and then the board, ’ ’ he said. There ought to be as much discussion as possible on anything for which a public hearing is required, Barksdale said.
