THE General Assembly opened its 1977 session last week with an address by Governor Godwin and many proposals on the financial situation of the state, which is facing a possible deficit of approximately $100 million by the end of the current budget year on June 30, 1977
It is my hope that the legislature will find ways to avoid the possible deficit without increasing state income or sales tax and still be able to maintain essential governmental services. As the session progresses I will discuss in some detail the various proposals and the state’s financial outlook. The financial questions will undoubtedly dominate the 1977 session.
