I support this legislation. Such legislation in itself will not solve the crime problem but it will be a deterrent in a number of cases if a person knows that he will be given a long sentence without parole or suspension if he should be convicted of these serious crimes.
The General Assembly will probably pass revised laws on Virginia’s statutes allowing the death penalty to be imposed for murder committed in the course of kidnapping, robbery with a deadly weapon, in the commission of rape and murder of a prison guard so as to make these laws consistent with the latest U.S. Supreme Court decision in 1976 on the death penalty.
Legislation will also be introduced to provide full-time Commonwealth Attorneys in counties and cities with a certain population. In recent years the state has provided for additional full-time judges and all of this should contribute to a more effective system for the administration of criminal justice.
