He emphasized that the Board must consider how far the state was out of line on estimates of sales tax revenues last year. “The state estimated we’d get $20,000 more than what we finally came up with,’’ Norton said. He added that additional funds may still come in that will put the estimate only $17,000 off.
Norton said he had worked up several tentative teacher salary scales, with special consideration to starting salaries. Rappahannock, when compared to neighboring counties, is now falling behind faster in minimum salary.
“We were falling back at thetop^ of the scale but we gave some Attention there.” Out of four scales presented by Norton, he said one starting at $8,500 with increment increases of $250 appeared to be the most competitive with surrounding counties. The scale awards higher percentage increases at the bottom than at the top, he noted. “We still won’t be up with everybody,” Norton said.
ACCORDING to his preliminary figures, the tentative budget will require an increase of $50,000, or approximately ten per cent, in county funds for school operations. “If we get 60 students enrolled in kindergarten, that’s a four percent increase in students,” said Norton. Kindergarten will account for a large part, roughly 35 percent, of the total budget increase, he noted.
