More than 95 percent of the 95,000 school board members serving on 16,000 boards throughout the United States are elected by popular vote. The state of Virginia belongs to the tiny minority of jurisdictions with appointed boards.
All 794 members of the 141 school boards in Virginia are appointed by either the local governing body or the local School Trustees Electoral Board. In 63 counties, board members are appointed by the electoral board method. In 78 counties, towns and cities, the local governing body appoints school boards.
Virginia law allows the method of appointment of board members by electoral trustees to be changed to appointment by the governing body through a local referendum. To have the question put on the ballot, a
