Traditionally, Virginia’s General Assembly is cautious about modifying arrangements which appear to serve the Commonwealth. This attitude, coupled with an equally strong tradition of allowing some degree of local control, makes it unlikely that the electoral board system will be abandoned except where local voters choose to do so by referendum.
Rather than a switch to direct election of school boards, it is more reasonable to expect some modification of the existing method of school board appointment to ensure direct participation of citizens in the selection process. The possibilities for legislated procedure designed to encourage public involvement include:
— advertiement of vacancies or reappointments;
—solicitation of applicants and nominees;
—public meetings at which candidates would state their views and be questioned.
These methods have been implemented in areas of Virginia where pressures for citizen involvement have been greatest. While such means have satisfied some activists in the communities, they have not motivated much participation by the general public.
