According to a National School Boards Association report, there is no evidence of a correlation between effective school board governance and method of selection of board members. However, the report did conclude that evidence pointed to a link between a good board and community' climate as measured by interest, responsiveness, enthusiasm and pride in local schools.
L. Harmon Zeigler and M. Kent Jennings, in ‘‘Governing American Schools,” conclude that school boards generally fail to govern no matter how members are selected. They see this occurring primarily because school board members are conditioned to view themselves as “trustees” of the system rather than “instructed delegates.” According to Zeigler and Jennings, administrative staffs typically rule school districts.
