There is currently no provision for the popular election of school board members in Virginia and the possibilities of this approach being implemented are small. The majority of elected boards throughout the rest of the country also have taxing powers and most of Virginia’s prestigious statewide educational organizations hold that popularly elected boards are desirable ONLY if those boards have powers to raise revenue. This is the position of both the PTA and the Virginia Education Association.
While a switch to popularly elected boards could be achieved through statutory change by a vote in the General Assembly, fiscal independence for school boards would require an amendment to the Virginia Constitution. Legislation to allow popular election of board members or to allow local referenda on the issue has been introduced
