The hearing was held at the elementary school in July, and for nearly three hours residents on both sides of the issue appealed to VDOT representatives. The department announced that it would consider the comments as a recommendation on approval or denial of the project was forwarded to the Commonwealth Transportation Board.
Opponents of the project obtained VDOT documents and studies which seemed to indicate that the department’s own engineers opposed the project. Pointing to traffic ’cbunts and project cost, a value-engineering study done by department employees was cited as an example.
