Several members — including Sen. John Chichester (R-Stafford), and Delegate Allen Louderback (R-Page), who represents Rappahannock — have come up with their own plans, but have not been able to interest any of the rest of the committee.

Given the great changes in Virginia since the last time the tax code was revised, it’s time to consider other options, including:

• Virginia’s tax on cigarettes is absurdly low. Given the amount of other taxes — and passedalong legal settlement costs on a pack of cigarettes — this would hardly be noticed.

• Increase the state sales tax and eliminate the state income tax. Other states have done this successfully. Added benefits include having a bottom line below which consumer spending doesn’t go, and the advantage of travelers passing through the state contributing more.

• Allow some services to be taxed.

Make no mistake: Tax reform will be one of the toughest and most critical issues faced in the 2004 General Assembly.
