filed in General District Court by Major Chris Williams of the Rappahannock County Sheriff s Office, Marshall and Frazier "had a heated argument" on Sunday, Dec. 14 at about 12 a.m.
"During the argument Joel Marshall pulled a .25 caliber pistol and shot Roy in the head killing Roy," Williams stated in the complaint.
In addition to the first degree murder charge, Marshall is also charged with use of a firearm in the commission of a murder and possession of a firearm by a convicted felon.
Officials said Frazier, the victim, was visiting Marshall at the time of the shooting.
The Sheriffs Office was notified of the shooting after "an individual stopped by Mr. Marshall's house, discovered the body and called the Sheriff s Office. This individual has nothing to do with it," said Commonwealth's Attorney Peter Luke.
