His new schedule also will permit him and his wife Janice to visit their two grandchildren in Richmond more often and take more sight-seeing day trips in Virginia and Washington, D C.
Foley knew his fourth, sixyear, term would be his last. Virginia judges must retire at 70. Foley turns 64 next August, five months after another term would commence.
General district court judges handle civil, criminal and traffic cases.
Traffic cases represent the bulk of the general district court.
Foley issues about one letter opinion per month and decides all other cases immediately after hearing arguments.

As judge, Foley said he has two responsibilities: to determine guilt or innocence and impose sentences.
Deciding guilt or innocence “I’ve found, over the years, is the easy part of the job,” he said during an interview in his tiny and memorabilia-stuffed groundfloor courthouse office at 6 Court St., Warrenton. “The hardest part is the sentencing phase or ‘What the hell do I do with you7’”
It would be easy to “warehouse” offenders, but he prefers them to perform community service and make restitution, when appropriate, to putting them in jail, Foley said.
