As for legal aspects, the Supreme Court said in 1845 that “die shores of navigable waters, and the soils under them were not granted by the Constitution to the United States, hut were reserved to tjie states respectively,” and “the new states have the same rights, sovereignty and jurisdiction over this subject as the original states." That rule has been accepted and affirmed in 52 Supreme Court decisions and in 244 state and federal court decisions. There arc only three recent cases which have raised a doubt and made Congressional action necessary for clarification. The question of funds for public schools is not, in my opinion, a legitimate issue in considering this bill. If the property rights morally belong to the states, we would not be justified in robbing them simply to make worthwhile use of the revenue. And,
