even if the oil resources under our coastal waters belonged to the federal government, I would oppose using that source of revenue for operating expenses of our schools because, as I indicated- in this column recently, compromising strings would be attached to the funds. Even though federal aid to education were a proper and desirable government function-such aid geared to receipts from offshore oil would be wholly unsatisfactory. The amount of such revenue would be governed by the price of oil and current production, even in war times. In peace time, the government would undoubtedly reserve that resource for a future emergency.
