I his observance was important Decause it called national attention *o the fact that Virginia declared her own independence and hauled down the British flag at Williamsburg fifty days before the Declaration of Independence was adopted at Philadelphia and in that intervening period, Virginia continued to lead the way by approving George Mason’s Declaration of Rights, which became the basis for the Bill of Rights in the Federal Constitution; adopting a Plan of Government, which was the first successful State Constitution and a model for the Federal Constitution, and setting up an independent State government with Patrick Henry as governor.
