new nation. The greatest orator of the six - Richard Henry Lee - offered in the Continental Congress the resolution adopted on July 2, 1776 to declare the indepenlence of the Colonies. As author of the resolution Lee was entitled to be appointed chairman of the committee to draft it but partisan politics in the Virginia delegation shoved him aside in favor of Jefferson. Jefferson modestly proposed that Jefferson do it 'because, “You are a Virginian, and a Virginian ought to appear at the head of this business.
Virginians must accept with responsibility, as well as view with pride, this tribute to the accomplishments of their forefathers. The Virginia Resolution for Independence was adopted in 1776 largely because the planter-aristocrats of this colony regarded participation in public affairs as a duty and responsibility as well as a right and privilege. They did riot consider matters of government as things to be left for those seeking personal gain or who had so few affairs of their own to attend to that they had time to spare.
Similarly today, the obligation placed on the United States as the leader of the world struggle to preserve individual liberty against the corrosive influence of Communism, can be met only if the most capable citizens of Virginia and other states are willing to recognize their individual responsibiliity. And that responsibility includes the substitution of courage for fear - courage based upo^i the faith that God governs in the affairs of men.
