The Governor touched briefly on the segregation issue. He said:
“I have prooceeded upon the assumption that every child in Virginia, without regard to financial ability, or social standing, or race or creed, should have an op-^ portunity to acquire a good common school education in schools established, conducted, controlled and supported under the laws of Virginia. This is, and for nearly one hundred years has been recognized as, the exclusive duty— the right and privilege—of Virginia and her people. This we have largely accomplished. This the people of Virginia will support in ever increasing measure.”
Four years ago, when he took office, Governor Battle recalled that three public Utilities were under seizure and the coal mines were shut down. Today, there are no workers idle by reason of strikes in Virginia and there are no utilities under State operation.
