In the realm of public health, he noted great improvement in the tuberculosis sanatoria and said he - would offer “further recommendations in this field in the biennial budget.”

He recalled Virginia’s adoption of a combined Social Security and State Supplemental retirement \plan for its employees, which gained national re<mgnition, and said that under it average monthly retirement benefits had more than doubled.

Briefly reviewing his budget recommendations, which will be made public next Monday, the Governor said “we wished to provide more liberally for many worthy objects,” but the budget represented “an hones effort to distribute the available funds in an equitable manner.”

He expressed appreciation for the co-operation and support of the General Assemoiy and concluded: *

“No one could possibly ask or have any right to expect finer cooperation, more sympathetic understanding and wholehearted and generous support than you have given me. As I pass the duties and obligations of the high office with which I have been entrusted to my successor, I do so in the sure knowledge that, under his able leadership, with the same fine support you have accorded me, this grand old Commonwealth will go forward lie new heights of accomplishment and her people to a fuller and better life in Virginia."
