for implementing the decision and appointment of a special master to recommend specific terms for its decrees, or to see whether the instant cases should be sent back to lower federal courts to see that segregation practices are ended, the court has shown,wisdom. Time must be allowed for the terrific readjustments which must be made. That some states will try to circumvent the decree, as South Carolina and Georgia have 'already prepared to do, is inevitable. _ As for Virginia, her leaders have preferred to await the Supreme Court decision. They have it now, and they can no longer delay tackling the unprecedented problems which have been thrown into their lap. The first step would seem to be the appointment by Governor Stanley of a strong commission for the purpose of formulating plans for compliance in such a way as to avoid so far as possible the racial mongrelization which is the peril of school in, tegration from childhood.
