Southerners, of course, are as fully sworn to defend legitimate civil rights as are any other Americans. They resent and resist, however, tthe supplanting of established Constitutional guarantees of individual and State prerogatives by a spurious code based on political incitement and stimulated hate', rather than on law and reason.
The most obnoxious and humiliating proposal now under debate here would seatd an army of Federal "referees'' into the South to usurp the functions of State election officials. In Virginia, for example, whether or not an individual was qualfied to vote, under State laws, would be decided, not by the duly-designed State officers, but by a representative of a Federal court. Presumably, these newera carpetbaggers, should they fail to find what they conceive to be the respect due their edicts, could signal for a repetition of the Army's Operation Little Rock.
Among the other Constitutionally-indefensible ideas being contended for by the psuedo-civil-righters are:
1. Congressional indorsement of the Warren Supreme Court's school desegration decision.
2. "Federal money handouts to induce State and local compliance with the decisions.
.1. New Federal machinery to IMilice employers producing goods or services to the Federal Government in matters of employment, threby removing the employer's discretion in this regard.
