The proponents rant and wail about their distorted picture of the South, because a true picture would do them little political service among the non-Southerti minorities for whose Flection Day favors they contest. Tire cruelest fact, though, is that these punitive forces have the votes to pass this shameful legislation and the assurance of a Presidential signature.
While the sorry performance continues in Congress, the Executive Branch has not been idle. A White House Committee headed by Vice President Nixon has begun a two-pronged drive on employers and labor unions to remove their discretion in employment and membership matters when they are acscued of racial bias. Mr. Nixon has been quoted as saying he thought the committee’s program had “a good chance of making a break through."
