Norton is a native of Deltaville, Middlesex County and attended public school there. For three years, he attended Lynchbury College. He received a B. A, degree from Marshall College in Huntington, Wj. Va. and did graduate work at Duke University and the University of Virginia where he earned his Bfl. Ed. degree.
