Estimates of fatalities and cas-j
ualties in a nuclear war present a i grim and desperate picture, but the people of thus country should know, and will want to know, that nuclear destruction can be contained and limit avoidable loss of life, provided the institutions, local governments and an informed public will collectively do the practical things that! are within reach.
Our government is determined that all Americans should have access to the protection wihch is provided by fall-out shelters. To accomplish this effectively it requires a full participation in the national effort by state and local governments, by schools, hospitals, -ondi other institutions, and by all those who assume responsibility for families and their neighbors. The President’s civil defense program looks ahead to an. estimated four to six years to accomplish this undertaking, but that will depend on a ful response from an informed America.
