There seems to be a lack of understanding on the part of many Rappahannock citizens concerning the source and expenditure of highway funds in the county. Many misleading tales make the rounds of individuals benefitting personally from these funds or funds unused being given to another county. According to D. S. Butler, Resident Engineer in Warrenton, all highway funds come from so called user taxes, such as, gas taxes and license fees. These funds are allocated to the various highway systems by legislative requirements. Secondary or County road funds are allocated on the basis of county area, population, secondary road mileage and vehicular traffic. The lump sum allocated to the county for secondary roads is then broken down for maintenance, maintenance replacement and construction. These funds are set up in an annual budget and the department attempts to stay within the budget. If in any year there is a balance or deficit of secondary funds, this balance or deficit is carried over to the following year and there is no loss or gain of money resulting.
