Retej.nd Regulation * 106 which reads as follows: It shall be lawful to flsh at any time for any species of flsh in all public impounded waters of the State and in all public streams east of the Blue Ridge Mountains exceot, however, in the public streams east bf the Blue Ridge Mountains which have been stocked with trout where it shall be unlawful to flsh at any time except during the open season for taking trout.
