Much progress has been made, but let me remind you that we must continue to move forward in this program of Natural Resource Conservation at an increased pace. A s our population increases, the pressure on these resources that are so basic to our economic and social development mounts. It is, therefore, appropriate that all of our citizens, urban as well as rural, cooperate with the Virginia Association of Soil Conservation Districts, sponsor of this observance, in helping to protect and conserve these Indispensable resources.
