COSTLY SIGN MAINTENANCE RESULTS FROM VANDALISM: Frank L. Isbell, Richmond district traffic engineer for the Department of Highways, takes a look at some of the vandalized signs removed from the State highway system. More than $340,000 is spent each year on sign maintenance due to vandalism such as bullet holes, damage resulting from the throwing of beverage cans and bottles and the placing of campaign stickers on the front of signs.
