$175 Per Capita
Just how much it costs, per capita, to keep the wheels of government turning in Rappahannock County, as compared with the cost in other communities, is brought out in a new study released by the Department of Commerce. The figures are contained in a voluminous report, the first of its kind since 1962, based upon the a test Census of Governments. Such surveys are made every five fears. In it are detailed, for each of lie 3,000-odd counties in the Jnited States, the revenues, ‘xpenditures and outstanding iebt incurred in connection with ocal government operations. Indicated is how much is spent n each area, per resident, for schools, roads, police and fire protection, health, welfare, lousing, sanitation, general idministration and the many ither functions performed. In Rappahannock County, the figures show, the cost of such services amounted to $175 in the /ear for every man, woman and child in the county. The comparable cost, in other larts of the country, was $299 per capita and, in the State of Virginia, $217. Nationally, the outlay for these local level operations came to $59.5 billion in the year, as against $39.8 billion in 1962. In an effort to meet these rising expenses, most communities have had to tum to bigger taxes, special fees and a variety of miscellaneous charges and tolls.
For Rappahannock County, the report shows that general revenue in the year came to $124 per capita as compared with the $175 per capita for expenditures.
Of the revenue, $58 came from local taxes, fees and charges and the rest from state and Federal payments. Many governments have found it necessary to go into bigger debt to raise money for necessary capital improvements. The general debt in Rappahannock County is $76 per capita, according to the report. Elsehwere in the United States, local government .debt averages $410 per capita and, in Virginia, $305.
