Out-of-Hospital Care—We are designing benefits to include the use of extended care facilities, nursing homes and convalescent centers, where the cost is generally about half that of regular hospitals. These benefits are also planned to cover diagnostic tests, minor surgery, X-ray exams, and other out-of-hospital services. This program reduces the demand for hospital beds and will result in significant savings for everyone. 8. Greatest Protection at Lowest Cost—Except for the small cost of administering the program, every dollar of income to Blue Cross and Blue ShiaHT-coes to pay hospital and medical bills. Because of all the emphasis on cost control, physicians' charges in Virginia have actually risen less than the Cost of Living Index.
