Revenue from the 2 per cent motor vehicle sales and use tax enacted by the 1966 General Assembly and other revenue provided by the legislature that year and in 1964 is apportioned among all 96 counties on the basis of needs in each county as they relate to needs in the state as a whole.
Besides the allotments to the individual counties, the secondary system budget includes $800,000 to be divided equally among the state’s eight highway districts for upgrading and replacing inadequate bridges on secondary routes. Also included is $64,867 for erosion control involving soil conservation district projects, $250,000 to develop access roads to recreational areas, and $114,831 in state funds to match federal funds for planning. Arlington County will receive an estimated $1,840,500 and Henrico County an estimated $2,627,700 for local roads in 1971-72. Under other distribution methods, the State Highway Commission later this spring will allocate funds for construction on the interstate, arterial, regular primary and urban road systems for the 1971-72 fiscal year.
