Curbs on Burning
New specifications setting further curbs on open burning and aimed at salvaging usable timber at construction sites have been ordered into effect by the Virginia Department of Highways for future road-building projects. W. S. Scott, the department’s construction engineer, said today the changes will become standard provisions in all highway construction contracts awarded by the state. The revisions announced today encourage the processing of brush, tree limbs, root mat and other unmerchantable wood into chips which can be used as mulch if a contractor wishes, along with the use of root mat and brush for silt traps and erosion control. The following are among the revised specifications governing disposal of combustible cleared and grubbed material:
-All merchantable trees are to be cut into saw log or pulp wood lenghts and disposed of by means other than burning.
-The burning of stumps, unmerchantable wood and other combustible materials is to be done only in a manner which will produce no smoke or fly ash nuisance.
-Burning is to be done on the highway right-of-way at the greatest distance practicable from dwellings, highways and airports.
-Burning may be performed
