Irwin continued: “We proved that the line was not necessary, and, in fact, a better way did exist. RLEP had to show a better way of meeting their future requirements, and we suggested that they buy power from Vepco.
“As far as Vepco is concerned, it does not change our contention that a third transmission line is necessary, when an existing, reliable corridor is available. Vepco maintains that they do consider the environment, and one of their environmental priorities that they do follow existing corridors when available.”
