Since 1941, when Congress moved to put a limit on Federal spending, during Franklin Roosevelt’s presidency, by placing a ceiling on the national debt, there have been many changes in the ceiling.
Congress has raised the legal limit 23 times in the subsequent years, as Federal spending continued to mount. As a result, the ceiling is now many times as large as it was initially.
The annual interest charges have grown proportionately. Since 1960 alone, they have climbed from $9.2 billion a year to the current rate of $21.2 billion. □
