Until Public Law 91-588 was passed, the Administrator of Veterans Affairs was required b> law to require each pensioner, who was not a child, to submit an annual income questionnaire. The law now permits the Administrator to exempt pensioners who have attained age 72 and who have received pension during two consecutive years from the requirement. As a result, the total number of annual income questionnaires has been reduced almost 50%, from nearly two million last year to approximately one million
