In an attempt to improve public education and propel Virginia’s public school system into a more productive era, legislation was enacted last year by the General Assembly setting forth standards of quality. The new constitution of Virginia included provisions adopted by the State Board of Education which were revised and enacted into law by the legislature beginning last July. Areas encompassed in the statutes were personnel, instruction materials which included educational television, program, and system-wide planning and management. The State Board of Education was directed to implement rules and regulations necessary for the carry out df objectives. ,
