THE third week of the 1973 session of the Gen, eral Assembly is deluged e .with more and more legislation on nearly every subject. January 24 was the last day for tre introduction of legislation for a session that is predicted to last until February 24. . The protection of the environment is the subject of a bill I have introduced which will require a review of environmental considerations for major state building projects prior to construction with the final decision to be made by the Governor.
The till does not apply to projects now under way or for which appropriations have already been made. This legislation is a recommendation of the Virginia Advisory Legislative Council and its Land Use Policies Committee of which I am serving as chairmar.
The bill provides that the state in its own activities and projects should consider environmental impact in much the same manner as state facilities are required by law to control air and water pollution caused by these facilities. Highway projects are excluded because the com" mittee has not had time to study this field and environmental reviews are required on many of the projects if Federal funds are involved.
