REP. J, Kenneth Robinson said in Winchester Tuesday night fhat “there are indications that the President’s budget will be an austere one from the standpoint of existing social welfare programs.”
Robinson said he expected the President to “emphasize extension of the revenue-sharing principle, with the addition of special revenue sharing programs to the present general revenue sharing.”
Speaking to the Shenandoah Valley Manufacturers Association at the Winchester Country Club, the Seventh District Congressman acknowledged that eliminating various federal grants for specific purposes in the fields of healr th and education, in favor of discretionary state and local allocation of large lump sums, would encounter opposition.
“I HAPPEN to agree with the President that there are entirely too many rigidly-defined federal programs of so-called grants -in-aid to the states and localities, and to quasipublic instrumentalities,” Robinson said.
Robinson noted the President’s nomination of Caspar Weinberger, “a tough budget man,” as Secretary of Health, Education and Welfare and said:
“As I serve on the House Appropriations Subcommittee which has to deal with the huge and complex budget of this department, I take some comfort in this nomination.”
