I HAVE introduced another bill which will prohibit public utilities from cutting trees or destroying any property when making a preliminary survey on private property without an easement from the property owner.
This is intended to eliminate the abuse in certain cases by public utilities in making surveys without permission of the landowner. A similar bill has been introduced in the Senate and I am hopeful that the legislature will pass one of these bills.
PLANNING district legislation ha^been suggested this session by a committee appointed by the Governor known as the Hahn Committee.
In 1968 the General Assembly passed legislation which authorized local governments to create planning district commissions on a voluntary basis. I firmly believe that the decision of any local government as to whether or not to join a planning district commission must continue to be entirely voluntary and state grants for assistance on any projects should not be dependent upon whether or not a locality has joined in the creation of a planning district. ' •
