(no strings attached). When the Sperryville sewer system is installed Federal funds will be necessary. (In the past Federal grants and loans for this project were arranged without strings attached, although unused).
These are facts not theory. Rappahannock, by not using these Federal funds, would not be saving our tax* dollars as they would be spent in other localities.
This Board does not'tenact the Federal or State programs. If a citizen is displeased with Federal or State legislation or policy the proper place to rectify this problem is with' the State or Federal representative, not local officials.
Rappahannock joined the Commission with reservations aware of the pitfalls that could lead to Regional Government which we strongly oppose, fully aware that we could withdraw in the future if necessary.
After discussing the Planning District Commission for three years and consulting with numerous Supervisors from the recently formed Lord Fairfax Planning District (Warren, Clarke counties etc.) who unanimously stated that they would join again, we felt compelled to try and work within the system to take a realistic appioach to the problem by doing what, we felt was best for a vast majority of the people of Rappahannock.
