GENERAL NOCE then made a long plea for a cheaper system. He called it “reducto ad absurdam” for the Water Control Board to put pressure on Sperryville while places such as Washington, D. C., Roanoke and Richmond did far more to pollute streams.

He suggested a small interceptor system to pump the offending Sperryville systems to a septic field on higher ground, and advised everyone that “we should seek the simplest solution. Can’t, for God’s sake, we handle this in a plain way? There’s only 30 lines involved!”

Noce embarked on a dissertation of various treatment experiments, finally being interrupted by Dr. LeGarde, who asked if he would be willing to serve as an advisor to the study group.
