DELEGATE David Sutherland (R-No. Fairfax) was the^ First member of Virginia’s Hquse of Delegates to speak out in favor of parimutuel betting at racing commission hearings; he says Virginians voted for racetracks in their new constitution and it’s up to the General Assembly to provide them with clean racing.
The Racing Study Commission is re-dreafting its horsetrack legislation, following the failure of the 1973 Senate bill. Sutherland has written the Commission to present the amendments he offered during the 1973 Assembly session to clean up the old bill.
Among others, he calls for a local referendum in the region around a proposed track — stronger power in the racing commission to refuse charters for extra tracks if they would hurt the quality of racing—and stiffer safeguards against entry by organized crime.
