“WE APPRECIATE your coming Mr. Whitehead,” Chairman Newbill Miller said. “It’s no problem to organize in Rappahannock County. You should have seen us during the Cuban missle crisis. The problem is staying organized. Disasters don’t happen here regularly enough to justify keeping anybody in the job.”
Whitehead said it always “pays to be prepared”. He noted that he was sheriff in Nelson County when that area was badly damaged by * floods from Hurricane Camille. “You never know what will happen,” he warned.
