TO PARAPHRASE a remark by Charles Dudley Warner, and popularized by Mark Twain, “everybody talks about clean water, but nobody does anything about it.”
However, time is ticking away, and soon people will HAVE to do something about it. The Federal Water Pollution Control Act, which took effect on October 18, 1972, established the following clean water timetable: V By 1975, the Environmental Protection Agency is to establish standards for toxic pollutants in all our waters; and the states are to establish maximum daily loads of pollutants so as to protect fish and wildlife, and to develop continuing plans for incorporating into EPA’s report on the nationwide water cleanup program.
